Platform: The Vietnam One Health Partnership for Zoonoses (OHP), serving a combined secretariat and donor coordination function, was founded in 2016. A national multisectoral One Health steering committee has been proposed and is awaiting government endorsement.
Stakeholders: Stakeholders include the Ministries of Health, Agriculture and Rural Development, Natural Resources and the Environment, Foreign Affairs, Defense, Public Security, Planning and Investment, Finance, Science and Technology, Agriculture and Rural Development, Transportation, Culture and Information, Labor, and Invalids and Social Affairs, among others.
Context: In 2006, the Partnership for Animal and Human Influenza (PAHI) was established under the Ministry of Agriculture and Rural Development to support coordination of two national steering committees–the National Steering Committee on Avian Influenza Prevention and Control (NSCAI) and the National Steering Committee on Human Pandemic Influenza Prevention and Control (NSCHP). In 2016, PAHI expanded and was renamed, Vietnam One Health Partnership for Zoonoses (OHP). P&R supported OHP’s operations for six months in 2016 while it awaited a new grant from the USAID mission. Most of P&R’s activities have supported the implementation of the Government of Vietnam’s Circular 16—joint guidelines between the Ministry of Health and the Ministry of Agriculture and Rural Development for coordinated prevention and control of zoonotic diseases. For example, P&R organized a simulation workshop in the Quang Nam province with the General Department of Preventative Medicine, National Institute of Hygiene and Epidemiology, Department of Animal Health, FAO, and WHO, to strengthen collaboration in surveillance, outbreak investigation, and response to rabies, one of the priority zoonotic diseases under Circular 16.
In the coming year, P&R will work with OHP to launch a new five-year strategic plan for One Health and continue support for Vietnam and Indonesia’s co-leadership of the GHSA Zoonotic Disease Action Package, holding a global ZDAP meeting in DaNang in August 2017.
