Platform: There is currently no existing formal multisectoral One Health coordinating mechanism in Mali.

Stakeholders: Ministry of Health and Public Hygiene, Ministry of Livestock and fisheries, Ministry of Agriculture, Ministry of Environment, Sanitation and Sustainable Development.

Founded: Since November 2016, representatives from key Mali government sectors and partners, with the support of P&R, collaboratively developed a national One Health coordination framework and reached consensus on the composition and functions of a multisectoral One Health permanent secretariat, which will be in charge of the operations of the platform.

Prior to 2015, Mali had established several committees for coordinating responses to disease outbreaks, including the Permanent Committee for Disasters and Relief, Permanent Committee for Epidemic Management, Committee for Coordination Against Avian Influenza, and Technical Committee for the Management of the Center for Emergency Operations. However, none of these organizations has truly functioned as a multisectoral coordination platform. During a One Health stakeholder workshop in Bamako, organized and facilitated in November 2016 by P&R, representatives from key government sectors and partners developed a national One Health coordination framework and reached consensus on the composition and functions of a multisectoral One Health permanent secretariat. The GHSA technical committee, with the support of P&R, is finalizing a legal document for the launch of the platform; 22 One Health focal points and their alternates have been officially designated in key departments to contribute to its operations.

In 2017, P&R supported the government of Mali in reviewing the technical guidelines of the Integrated Disease Surveillance and Response (IDSR) and conducting the internal and external Joint External Evaluation (JEE). P&R also supported the GHSA/One Health Technical Committee in organizing two orientation and training sessions on One Health leadership, in order to build a shared vision among GHSA/One Health stakeholders in Mali, and ensure their support for the establishment of the One Health platform.

One Health Technical Advisor, Mali

Dr. Sylla serves as the National One Health Technical Advisor for P&R in Mali, joining P&R from Mali’s National Disease Centre, CNAM, where she has served as the Head of the Zoonotic Disease division since 2012. Prior to her role as Head of the Zoonotic Disease unit, she worked at CNAM in microbiology diagnostics and research since 2004. She holds doctorates in both veterinary medicine and microbiology, and has worked as an immunologist for almost 20 years.
